Meeting was called to order by Nancy Galkowski, Holden Town Manager at 7:02 PM.

Ms. Galkowski opened the meeting with discussion about the Special Town Meeting presentation. Member Challenger asked about where people should be seated. Member White commented on the order of people speaking; he said the Holden Finance Committee should make the motion first then speak to the motion, then the School Building Committee (SBC). Member Watson suggested that the SBC sit in the front row and be introduced to Town Meeting attendees.

Mountview Principal Erik Githmark then played the video planned for presentation at the Special Town Meeting Monday November 8.

Member Lucchesi questioned whether the full project cost should be mentioned. Member White countered that the full cost is what is dictated by the Massachusetts School Building Authority (MSBA) not the Town of Holden. Member Challenger expressed his belief that the question of full project cost will come up during the meeting whether it is reported in the video or not. It was determined by consensus that a slide detailing how the full project cost is derived by inserted at the end of the video along with the data on enrollment, as originally planned and actual now.

Member Lucchesi said that it should be emphasized that the MSBA had inspected the building. Member Challenger noted that the MSBA has taken firm control and that the Town now has to follow strict guidelines under the revised school building assistance program.

Member Challenger stated he would make the motion for the Finance Committee then yield the floor to the SBC in order that the presentation could be made. After the presentation, he said, he would take the floor again in order to provide a summation.

Member Lucchesi opined that it should be a Town of Holden question rather than one from the school district. He added that non-district personnel or school committee members, not including the one on the SBC, should answer questions from the floor.

Member Watson commented on a question about Thomas Prince School. She said that a resolution to Princeton’s school dilemma was not going to happen soon. Ms. Galkowski added that the Town had invited the Town of Princeton into the process, but to date that have not entered as the Town of Princeton is going through its own deliberations.

The consensus was that it was unnecessary to add pictures of Holden elementary schools to the video.

Member White suggested that tours of the building be offered starting at 6:00 PM.

Member Kelly will talk to Town Moderator George Balko about Mr. Challenger yielding floor to SBC.

In response to question Member Brennan said if the vote were to be defeated the MSBA would look to the margin of defeat. If the margin was small, the MSBA would expect the Town to develop a strategy to bring the measure back to voters within 120 days. If the margin was large, the MSBA would more than likely look to have a new Statement of Interest submitted and Mountview would be put into the waiting schedule, and probably not be considered for several years.

Town Manager Galkowski reviewed the Warrant article.

Motion: To accept the minutes of October 19, 2010 with an addition of time of adjournment (8:23 PM) and signature of the recorder (Member Brennan).
